The principal aim of this planning commission is to realise a clear and convincing urban geometry. The quality of the area in the plan originates from the location itself. The layout of the buildings, plus the scale and typology of the public spaces, ensures that the southern section of the plan fits well with the surrounding urban area with its distinguishing monuments and historical fragments. The northern section of the plan is cut off by the Stationlaan, the railway and bus lane. The dissection leads to a difference in urban themes. In the southern section, building blocks are the foundation of the urban composition with the centrally placed, historically important Cerestraat as public theme. In the northern section a loose collection of residential buildings is set in a continuous green landscape with orientation towards the greenery being the prime residential quality.
