The challenge was to design an urban development plan for an urban renewal site. The location is a building block on the site of the former city archives in Amsterdam Oud-Zuid, somewhere which already houses both national and town monuments. Best possible use of the spatial and program margins available within the plan such as routing, morphology, sun exposure, reuse of historical buildings, confrontation of old and new, inclusion of complex functions, etc. allow the financial consequences to be understood. The total program involves a mix of residential, commercial and social functions such as a district and city theatre and IVKO-school and has a total area of approx. 25.000 m2. The parking program consists of approx. 275 places, most of which are underground. The plan makes a start in defining the building envelopes and urban design restrictions and serves as the starting point for the design review commission.
